Defining Meaningful Water Contact in Sea Cow Reports
A proposed distinction between proximity, participation, and full aquatic presence.
Abstract
A cow near a pond belongs in a different tier than a cow using the pond. This note defines near-water events, hoof-contact events, partial submersion events, and active aquatic transit.
The Proximity Problem
Many cattle occupy landscapes that include water. Proximity is common pasture business. A near-water event should be recorded but normally held below confirmation.
Hoof-Water Contact
Hoof-contact events create a stronger evidentiary basis because the subject is physically participating in the water boundary. The contact may still be incidental.
Partial Submersion
Partial submersion is the registry's most durable threshold. It establishes water involvement while avoiding the unrealistic requirement that a cow be fully swimming.
Swimming and Drift
Active aquatic transit should be documented with particular care. Observers should avoid entering water and should prioritize animal welfare over improved evidence.
