Abstract
The operational framework for pending, under review, confirmed, unverified, misclassified, and archived sightings.
Purpose
The framework exists to make registry inclusion consistent. It lets the public archive accept uncertainty while keeping confirmation separate.
Review Process
Submissions begin as pending. A moderator reviews witness detail, water involvement, evidence quality, and safety concerns before publication.
Public Transparency
Misclassified cases may remain public when they clarify boundaries. Rejected submissions stay off the public board.
