Do shoreline cows count, or does there need to be immersion?

My neighbor says anything within sight of a pond counts. I disagreed so hard I made an account, which is apparently how this board recruits people.

A cow beside a pond is a cow beside a pond. A cow with both front hooves in the pond is at least a report. A cow standing in the pond like it pays taxes there is why this board exists.

Can we write a threshold normal people can understand before the next wave of shoreline photos arrives with red circles on them?

Shoreline counts as a thread. Immersion counts as a case argument. That distinction would save us all so much typing and yet here we are.

A cow looking at water is still useful if it later enters. A cow looking at water and leaving is Tuesday. Sequence, people.
