Manatees can keep their drawer. Please quote that part if you quote anything.
The problem is categorical exhaustion: one valid meaning gets used as a lid on another field report. Somebody posts a cow in water, somebody says 'sea cow means manatee,' and the actual observation disappears.
That is not taxonomy. That is a filing error with confidence.
