Manatees and dugongs keep the familiar label. Fine. Nobody is stealing their drawer. Please unclench.

Witness reports of hoofed cattle in meaningful water get a parallel drawer. If a witness says, quietly and with a photo, 'there was a cow in the water,' the archive should keep that report instead of letting the busy label eat it.

This is not hard unless somebody wants it to be hard, which apparently is a hobby.
